If I have {ring of three wishes} out and copy it with {stolen identity} can i use both of them and remove counters from just one of them?

Yes. You now have two different artifacts. Even though they have the same name, they can be used separately.

201.4. (http://imtgapp.com/forum/index.php?action=imtg;area=rule;number=201.4.): Text that refers to the object it's on by name means just that particular object and not any other objects with that name, regardless of any name changes caused by game effects.

Even though it says "remove a counter from {ring of three wishes}," it is only referring to itself. It doesn't affect any other cards with the same name. Removing a counter from one to search for a card wouldn't remove a counter from the other.

The correct answer is that you remove the counter from the artifact you are taping to activate the ability. You can't tap both and pull two cards then remove two counters from one of them. E.kann cited the correct rule above
