Yes. But abilities such as on {Dark Confidant} will still apply, as it is not technically drawing

Correct. The "opponent's can't search libraries" effect of {Stranglehold} resides over the triggered ability of {Maralen of the Mornsong}.

I does not stick to an opponent. It is for each of your opponents. But no one can draw cards

Hope you don't mind, but I want to clean this one up so others can follow the question...

If I have both a {Maralen of the Mornsong} and a {Stranglehold} on the battlefield, does it mean my opponent is basically "stuck?" With these out, my opponents can neither draw nor search for cards, right?

Correct. Maralen generates a replacement effect, which applies "if they would draw." Stranglehold says opponents cannot search. They do not cancel each other out in any way. Maralen's replacement effect is simply viewed as illegal for your opponent and ignored, so when trying to draw or search, they won't get to do either.

It is worth noting that players will still lose 3 life at the beginning of their draw step, so it becomes a slow and painful death.

Hmm... {Shrieking Affliction} as well?.. Fun deck right there! Add {Blightning} and you're set!
