Ideally you would have fetches but Istarted with a similar mana base for cost reasons. I would swap out the 4 {Reflecting Pool} for 3 {Island} and 1 {Mountain} though, at least a few basics is good to have.

Add 4 {Manamorphose} instead of {Crimson Wisps}. It's a cantripping mana-filterer, what's not to like? The {Crimson Wisps} could be a dead card a lot of the time since it needs a creature to target. On that note, I would drop the {Guttersnipe} personally since I find them slow and they'll just get removed more often than not.

The {Time Warp}s also seem slow, but you can try them and see if you like them. Producing the {U}{U} mana might be tough though.

Unless you're playing {Gifts Ungiven}, 1 {Grapeshot} is not enough. The chances of you digging to find it are not that high with only 1 in board.

The sideboard is really up to you/your meta but I would definitely include 2-3 {Empty the Warrens} as an alternate wincon in case of {Leyline of Sanctity}.

{Grapeshot} and {Empty the Warrens} are the typical win conditions. I run 3 of each: {Grapeshot} main, {Empty the Warrens} side. Basically you want to get the storm count up to about half their life total then cast {Grapeshot} then either flash it back with {Past in Flames}, cast another {Grapeshot} or you can do the {Remand} trick where you return it to your hand and recast it. Putting too many win conditions just dilutes the deck and it's already a crowded list.

You're looking to go off as early as safely possible (ie without fizzling, usually T4-5 is what to aim for), which means fighting through disruption and all that jazz. If you don't have enough dig and card filtering you won't be able to reach that consistently.

If you don't have fetches just stick with some combination of {Steam Vents}, {Shivan Reef}, {Sulfur Falls} and basics (BTW if you start cutting nonbasics, reef is better than sulfur falls since it can enter untapped T1).

The fetches just help you get the colours you need and thin your deck a little bit, it's definitely not worth running something as slow as {Expedition Map} instead.
