Title: Playgroup agreed to make custom commanders

My playgroup recently agreed that we could play a custom-made commander if the whole group agreed it was not OP (or not more OP than already existing cards).

I'm deciding between:

A Being of Aether {U}
Legendary Creature— Aethryn (made that up)
Whenever a player casts a spell (or whenever a player or creature is dealt damage, still deciding) put a fluctuation counter on ~. If ~ has 10 or more fluctuation counters on it, destroy all nonland permanents.
{1}: Remove a fluctuation counter from ~. Any player may activate this ability.

OR

Tai'yr, Weigher of Souls {3}{W}{B}
Legendary Creature— Angel
{1}{W}: Two target players put a 1/1 Acolyte creature token onto the battlefield.
{1}{W}{B}: Until the end of the turn, creatures you control get +1/+1 and creatures opponents control get -1/-1.

As you can see, I like .politics.. Please leave suggestions on how to balance/ make better/ make more fun! Thanks in advance.

The weigher of souls l seems a little broken on that second ability.  Seeing as it decimates certain decks.

Maybe make it so that it says.

{B}{W}{1}: Choose an opponent - you and your opponent's creatures gain +1/+1 or -1/-1.

I know that I worded that wrong in some way, but still, I hope the point came across.  That way, the card is still kept political.

I did change them today when my friend came over:

Rayol'q, Weigher of Souls {3}{W}{B}
{1}{W}: Two target players put a 1/1 white Acolyte creature token onto the battlefield.
{1}{W}{B}: Creatures target player controls get +1/+1 until end of turn. Creatures another target player controls get -1/-1 until end of turn.

A Being of Aether {U}
Whenever a player casts a spell, put a flux counter on ~. Whenever ~ has 10 or more flux counters on it, remove all counters from it.  Destroy all nonland permanents. Flux counters remain on ~ in all zones.
{2}: Remove a flux counter from ~. Any player may activate this ability.

EDIT: Flicker, I do see your point, put I like how it is now. I'll see how my playgroup acts, and I'll consider your suggestion afterwards. Thanks!
