which white Commander is better to use?

{Isamaru} or {Eight-and-a-Half-Tails}

I would say the second out of the two but there are better..

Depends on what you want to do! 

{Isamaru, Hound of Konda} is quick. Most decks that use him that I've seen have an aggressive equipment and/or aura type deck to back him up. Usually they drop fast gear and spells to turn the doggie into a sizable threat that keeps getting bigger, all the while attack since turn 2.

{Eight-and-a-Half-Tails} is a much more defensive style of commander.  It lets you sit back, keep yourself safe, and protect your position while you build into a winning board that the Kitsune can help even help attack with using protection.

So what do you like to do? If you like throwing things on top of things and always turning your guys sideways attacking, go with hound. If you like to play control, defensively, or strategize, go for the fox.

I think you should run both, and have a deck of both play types, that way you still have 1 white deck but 2 ways to play it :)

There are tons of sweet combos with {Eight-and-a-Half-Tails}. {Circle of Protection: White}, {Concerted Effort}, the list goes on. My build is tribal clerics on Modo.
