Seriously, can someone step by step, walk me through how cipher works, I want to use it, but I have little understanding of the thing.
Pls, pls help.
Cipher is a bit confusing, so I'll attempt to explain it.
After the spell has resolved, say, {Whispering Madness}, it Ciphers onto a creature you control. All this means is when that creature that has the spell "Ciphered" deals combat damage to a player, you re-cast the spell for free
Just the once or repeatedly ?

Repeatedly so if you have a double striking creature you're good to go! It works EVERY TIME that creature deals COMBAT damage to a player so every turn you MAY recast the spell for free :P

just as an extention of this, when a cipher spell is "encoded" on another card, can that encoding be copied. if you make a copy of the creature, will it have cipher?

No, just the original creature has it. Copies only copy the card, not other cards or effects attached to them
