Since it says the creatures lose other types could you name any creature type other than angel and cast {restoration angel} and then have infinite etb triggers by exiling it to itself?

No, they still retain their old creature type. It simply gives them another creature type of your choice

Strange, that seems to directly contradict the 10/4/2004 ruling, doesn't it? Odd that they would add a new one 8 years after the latest, and it's not part of the rulings on this app. Could it be a user addition?
I feel like the 2004 ruling is more talking about whats printed on the card. the card's text lines do not change, as in its not overwritten. it is simply a new effect.

This is worded just like {spreading seas} as opposed to {stormtide leviathan}. The creatures will not retain any previous typing. As for {Restoration Angel} yes this works.
