He's freaking out and needs help. Could you give some suggestions for stuff under 2 dollars because he doesn't have very many rares. Please. He feels really bad because he can't ever win anything.

I know but He feels so terrible and I try to help, but its hard. I mean his deck isn't a complete failure. He still needs a bit of help.
4 {Gray Merchant of Asphodel} is a good start. If you want cheap devotion cards, you can use {dark prophecy} and also add in something like {rescue from the underworld} to recur your bombs.
Why only 2$ or under?
I'm assuming his little brother doesn't have much spending money.

More Grey Merchants, more removal ({doom blade}, {pharikas cure}), and {Pack Rats}, {Whip of Erebos}. A few of those may be higher than I thought in price.

RIGHT??? It's crazy. I was contemplating buying a playset for a dollar each a while ago but I didn't pull the trigger. Stupid decision.

I guess Mono Black Devo/MBC is a bigger thing than I thought.
A couple of {Underworld Connections} shouldn't break the bank and can help you dig for stuff. Couple it with {Whip of Erebos} and you basically have free card draw.
Failing that {Read the Bones} is decent.
Things that I run {lash of the whip} {baleful eidolon} {cutthroat maneuver} wouldn't be awful for his creatures to give him lifelink and a bit of extra power.
Also {tormented hero} if he has all the scourgemarks
{blood toll harpy} is fun if he plays multiplayer if you've got life gain (as black should)
Also. Cut the land to 24? And if possible trim the deck to 60 cards to make it much more consistent. If you've got time make a low cost deck of your own to play against him with that might also help. Idk how busy you are but maybe on a weekend or something you teach him strategies for his deck?
What cards to pair together and what not.
If you're willing to leave Standard
{tribute to hunger} gets around almost all protections on a creature.
{Basilica screecher} is fun with low cost spells to extort every turn
{underworld dreams} adds 3 devotion and hurts opponents all the time.
{vampire nighthawk} the most cuddly chump blocker in town
Get life and kill things

Monoblack is so popular bc of 3 things:
1. The removal
2. The early and late game it has
3. Gary is a Baws
So,
1. Make sure that your brother has good removal, like 4x {Pharikas Cure} 4x {Devour Flesh} and maybe 2x {Ultimate Price} main board then he should sideboard in (depending on the matchup) {Doom Blade} and {Dark betrayal}
2. Apply early pressure with smaller stuff. The net deck runs {Pack Rat} but that's pricey so look at cool 2 drop {B} creatures and run them. Also, run enchantments that add to devotion. {Whip of Erebos} is great!! Also, {Dark Prophecy} and {Underworld Connections} are great!! (That's your mid game btw) your late game should drop {B} BOMBS!! {Gray Merchant of Asphadel} is definitely a Baws here but also add stuff like {Lord of the Void} to just pound their face even bigger!!
3. Ya Gary is just great!!

Thanks guys. I'll put all this into consideration. The {dark prophecy}s are most definitely doable and the whips I have two of already. Really guys thank you.
{Abhorrent Overlord} is always fun with mass devotion because either you sac him next turn and have an army of harpies or you just sac the harps and have a 5/5 flying beastie.
My advice is to have him focus on winning at the end of the short game or the end of the medium game. Shred freak is not bad at all and an aggro black deck with four 2/1 hero, 4 {rakdos cackler} four {shred freak} four {marauder of mogus}...that could work, though like most weenie decks its weak to {supreme verdict}.
Or go more mid game, like a lot of these folks suggest. More removal (I like {ultimate price} at the moment, and doom blade and {devour flesh} are also very good) four grey merchant, etc is strong.
why dont you have him change it to R/B Aggro, its cheap i can bump mine. its really not expensive. the majority of the cards are like 4-5 dollars. i have bumped it. mono red devtion touched by exava.
RB aggro is the cheapest deck you can build that is respectable enough for FNM. Five bucks total if you like.
yea i was looking at my deck and with out the blood crypts its basically total 50 bucks. its really cheap. with that deck list i have place 12th out of 40 at my fnm and alot of the guys that play at my lgs go to PTQs
Lol. I mean five dollars. Now, the five dollar build is not going to win any pro tours, but its a good starting place to add value to.

yea. but you could also run exava and she is 1.50 and she is a really good 4 drop.
I agree. The most important cards are the cheapest though, in my opinion. {madcap skills} {slaughter games} (When you see blue and white, name supreme verdict) {rackdos cackler} {shred freak}. {spike jester}. {magus marauder}. Maybe {fanatic of mogus}.
if your trying to speed out i say you shouldnt run fanatic cause he is SUPER slow if your trying to win by turn 4. i would run Chandra's phoenix instead of fanatic. and run burn spells such as magma jet or you can run dreadbore.
