Can you provide an example of a "static trigger?" I'm not sure I know exactly what you're asking about.
If you mean a static ability like the + and -'s granted by {Elesh Norn, Grand Cenobite}, for example, then the answer is no. sort of. You can respond to the casting of Elesh, but when she actually hits the battlefield, those bonuses are immediately applied at state-check. Before any player receives priority again.

I was wondering if when flashing in Meta to become a copy of Vorinclex, I could pod off vorin in response to the legendary sac rule and still pod him while keeping Meta as a copy of him
But I'm pretty sure the answer is no :/
Correct, the answer is no. Metamorph enters as a copy of Vorinclex. Legend rule applies before either player recieves priority, so you can't sac one to the pod in response.
In addition, sacrifice doesn't even use the stack, so if you sacrifice Vorinclex to the pod, by the time you can flash in Metamorph in response to the pod's trigger, Vorinclex is long gone and not an option to copy.
Even if he were, you'd still get legend ruled.

Unfortunately there is only one chance to do stuff before legend sac and that is before meta resolves, after that it is all state based and as a player you do not have the speed to get between state checks. Also you can not pick vorin before meta enters. It enters as something already on the field so it vorin is gone you can not have it enter as vorin.
This also brings up a neat interaction. Your opponent will also not be able to prevent what you want your meta to be since you choose as it resolves. As such do not give away the information when you cast it. It'll keep your opponents guessing until it is too late.
Worse yet pod is at scorcery speed only.
