Its okay if you can build around it (in EDH). It stops all X casting costs, and screws over blue. It also works well with black because they have a lot of {Vampiric Tutor} effects such as {Liliana Vess}'s negative so they could abuse it. I don't like it though.
It's a pain in the ass in EDH. Keep in mind, I had an opponent play it while I was running Grixis control, so losing my draw and revealing {Cryptic Command}, etc is less than desirable.
I think it's a strong card because its very hard to deal with. if you don't have the answer to it in hand, you are going to have a hard time dealing with it by just putting the top card of your library onto the battlefield every turn.
plus, in edh, there are stupidly good cards like {rhystic study} and {mind's eye}. just making it so no one can draw cards is very powerful. not too many things get around it, tutors and {necropotence}.

according to gatherer, if there are no legal targets for the card it just remains in exile. they dont cast it.
