If I cast {kolonian hydra} and my opponent casts {elspeth, sun's champion} on their next turn and activated the -3 ability and I respond to that with {golgari charm}s all creatures get -1/-1 my hydra is safe correct?

That's actually really awesome. Yes it works. Hydra would be a 3/3

Correct. The check is done upon resolution of Elsbeth's ability, identifies the Hydra as a 3/3, and ignores it. The Hydra survives.

I did this once with an {AEtherling} lol
