If I countered my opponent's spell by {Pact of Negation}, then I cast {Meditate} at his end turn, must I pay pact's upkeep cost during my next next turn?
Yes. It is at your next upkeep, whenever that turn may be.
Ok gonna add could you use {Sundial of the Infinite} at the beginning of your turn to avoid paying it or would you still lose the game

You can use the sundial to prevent losing, but it would have to be when the delayed trigger from {Pact of Negation} is on the stack.

During your upkeep?

Correct. You are effectively losing your turn in place of the game.
Yep that's what I figured.
Thanks.
