Since the card says goblin spells. What constitutes as goblin spells?

Anything with the goblin subtype, such as {boggart shenanigans} in the case of a non-creature, is a goblin spell.

As he stated, unless it has the goblin subtype, it's not a goblin spell.

Maybe in the far future they will make a card that can lower goblin spells by one of any mana
