Do ciphered and/or copied instants and sorceries still allow guttersnipe to deal damage
should be in rules, but you are "casting" a copy, which is all {guttersnipe} cares about, so damage will trigger off ciphered spells.
Cipher copies and CASTS. "Copy" spells and abilities like {reverberate} simply copy no casting involved.
But to clarify a tad, {Reverberate} itself will trigger Mr. Snipe, but not the copy it creates.
Just to be clear the cipher will not trigger off of guttersnipe dealing damage because it is not combat damage, correct?

The cipher still triggers guttersnipe?
you do combat damage and trigger cipher. when you trigger cipher you CAST a copy of the spell. when you CAST a spell, {guttersnipe} triggers, so {guttersnipe} will trigger.

Yes. Cipher specifically states cast the copy. The resulting damage from snipe does not in turn trigger cipher again because it is not combat damage.
