Probably going to remove {thassa, god of the sea}. I want to see if this deck can be creature less.
I need help finding some good spells to use that are recastable. I also need one more wrath type effect I think. Not sure that the two I have are enough.
I would suggest at least one creature. {Tidespout Tyrant} he is absolutely amazing in this kind of deck
{rhystic study} in every blue deck ever.
{Isochron Scepter}
{tidespout tyrant} is definitely going in if I use creatures. It may be so strong that I end up playing creatures anyways.

{Tidespout Tyrant} can give you infinite storm as well as mana...using {Sol Ring} and/or {Mana Crypt} + {Mox Opal} with metalcraft...you tap the {sol ring} for mana cast {mox opal} returning {sol ring} to your hand tap the {mox opal} for mana cast sol ring then rinse and repeat...you then cast {mind's desire} and cast your library...{deadeye navigator} + {Palinchron} is always good...Palinchron + {high tide}...getting infinite storm can let you use cards like {brain freeze} and {flusterstorm}. Just throwing some ideas out there hope this helps in some way.

All of those help a lot. It looks like my creature less deck is out the window. These all sound like great ideas. As I continue to add cards to the deck I will update the list.
{Snapcaster Mage} is great in a inst/sorc heavy deck. Also you can add the {Mind Over Matter} + {Temple Bell} combo.
Another good option would be to add a lot of artifact love. {Sol Ring}, {Gilded Lotus}, {Wurmcoil Engine}, {Tezzeret the Seeker}, {Fabricate}, {Darksteel Ingot}, {Runechanter's Pike}, {Tinker}, {Trinket Mage}, etc. Theres a lot of good artifact stuff that fits in blue.
There's a spell blade guy that can generate a lot of card advantage
You should generally run 1 creature, and then have {polymorph} and {proteus staff} to get that creature out once you have made a sufficient drake army with Talrand. 80% or more of your spells should be cantrips. I recommend {Tidespout Tyrant} to be the creature since he can reset an opponent's board and ensure an unblocked drake army.
If you do {Mind Over Matter} + {Temple Bell}, add {Elixir of Immortality} and {Psychic Spiral} so you don't accidentally deck yourself.

Still looking for extra cards. I'm 30 cards short still. I'm adding tezzeret, mind over matter, and some additional artifact love. Anyone have any other good recursion spells or cards that would be helpful!
{Tinker} is banned
{Sphinx-Bone Wand} is a great finisher in a instant/sorcery focused deck. {Time Spiral} is also a great combo enabler for {high tide} or to continue it. {Turnabout} is a great combo piece for {high tide}. {Meditate} can help as well.
So what happened to this deck...did you finish it...the only reason I ask is cause I'm a big mono{U} player and liked to see the finished product

I'll post the quickly finalized list tomorrow or Sunday. I threw some cards in there that I had laying around, just to get it running and play testable.
