There's some good places online that do them fairly cheap.

He's using fabric paints. Plain white tees (no. Not the band. Calm down ;) )
And stencils of the symbols he made himself

the best mtg shirt ive ever seen was a picture of the shocker and the words "double strike" written underneath.
