So my opponent is taking turn after turn. Finally he taps out on one turn, and I want to cast {silence} before he can untap his lands on the next turn, so it won't get countered. Can I do that? I was doing it in response to him beginning his untap step, but any timing before his stuff untaps would be just fine.

He is correct. Nobody gets priority in the untap phase unless something triggers in the untap phase, allowing both players to respond.

So what you're saying is, his lands will get to untap before I can {silence} him.
I'm afraid so. The soonest you can cast your spell is during their upkeep, after they gain priority and pass it to you.
It's still good if you know what turns matter most.
