This a budget version of a Tin Fins deck. It's the same list except I'm using shocks instead of ABUR duals and {Scalding Tarn} of {Polluted Delta}. (I own the fetches and  {Emrakul, the Aeons Torn} already)

Is it viable to run shocks instead?

It's doable yes, is it a good idea? Ehhhhh

I have a similar list, I only run watery grave duals cuz U sea are insane right now and was able to get scrubland and tundra for reasonable price.

What do you do if someone swords your Griselbrand or counters the silence or counters the reanimation? I would maybe consider upping your silence, or maybe try adding pact of negation if you know you're going to go off.

I use 4 main pact and 2 silence, usually roll people forcing my shallow grave/goryo's vengeance with pact. It's been very helpful in my matches, although it doesn't help when I run into a counter war and they have an all counter magic hand, just some food for thought. Hope this helps and good luck!

Thanks for the tips, I don't actually have this deck built I was just looking into it when I was getting interested in Legacy. Instead I picked up the more budget friendly mono {B} pox minus the ridiculous 1-2 ofs like {Chains of Mephistopheles} or {Nether Void}.

I do want to build a combo deck for Legacy eventually but I'm leaning more towards ANT now.
