The errata for {goblin artisan}.  So... Why would you ever activate it when it could counter something?

To draw off of {Memnite} and such.

Also, the new errata doesn't say to use the ability only when you cast a artifact spell so, correct me if I'm wrong, but couldn't you use the ability whenever? If you win the coin flip, you never have to target a spell so the ability doesn't fizzle and you draw, but if you lose you have to target a spell and because there are no valid targets the ability fizzles.

The {Goblin Artisans} does the same thing after being errata'd. Its a counter-spell for artifact spells. Spells only exist on the stack. If you haven't cast an artifact spell, there's no "target artifact spell you control" for the Artisans' ability to target. You cannot activate the ability, because you can't choose legal targets for it. So it is the same, just templated differently.

Same as saying "You may tap Goblin Artisans as you cast an artifact" except its actually functional (albeit confusing).
