It's typically better to have lands fulfill effects that you want to stay on the board as land destruction is far more rare than enchantment hate. Hence why one card costs more than the other, among other reasons.

Also, Urborg makes itself a Swamp, so it taps for {B}. So it actually does something, unlike the enchantment.
