Can I have {Phantasmal Image} enter as a copy of an opponents {True-Name Nemesis} since it doesnt target.
I do not believe so, but I'm not sure.

I believe the ability does target, even though the ability doesn't say "target creature"

The target(s) are chosen as the ability is put on the stack; see rule 603.3d.
So maybe it would work.

Exactly. you arent actually targeting a creature. it should work.
for reference, if you look at gatherer ruling for a card like {ashling, the extinguisher}, it says choose target.
