I know Im always asking for help but I need a deck that is cheap and consistent. So please help me.
If its cheap it isn't consistent. Just my opinion. Otherwise, check out Maze's End. My build has Elspeth and Sphinx's Rev, but it works really well.
Izzet Aggro is cheapish with expensive cards you could add to make it better

This. Also depends on the color. I also consider "consistent" to mean "wins against most match ups" rather than "gets what it needs most of the time." Occasionally that's the same thing, but it is an important difference.
I think you should define "cheap". It's a very subjective term. IMO one of the best, consistent decks that's cheap (by my definition) is mono white. The only expensive card in the deck, which is also replaceable, is {ajani, caller of the pride}. It runs {soldier of the pantheon}, {precinct captain}, {spear of heliod}, {imposing sovereign} as the only rares...at least what I remember off the top of my head. All of which are $2 or less.
Aggro is almost always cheap. Of course, Mono-red devotion has increased the price lately but cheap aggro is still doable. Just get burn spells, things with haste and maybe some pump spells.
There are a ton of ways to make mono red strong and consistent. One suggestion is {madcap skills}.
White weenie is cheap. There are plenty of standard builds out there. Check out starcitygames or mtg deck builder, you should be able to find a good, cheap mono colored build.

This. I play this as my main standard deck right now, and it's hilarious. The only expensive cards are {Ajani, caller of the pride} and {Boros Reckoner}. The reckoners are optional, but they make the deck much much better. Without them, you could maybe round out your curve with {Frontline medic} or as a lesser option, {Fabled hero}. Mono white heroic can also be nice and cheap, and it's a decent deck.
Ok. Could I get a deck list to base something off of. I want all types of cheap decks, and cheap is $100-$200 dollars for the whole deck.

If your willing to spend the 200$ why not just build Owen's Grand Prix mono black deck? I bought the cards I didn't have off tcg, but the deck itself isn't more than 200 if you shop around . And it matches very well against current tier one standard decks.
Give us a budget and let's see what we can produce for you. I have a budget sliver deck list, but my definition of budget is different than yours

And mono black can be piloted so many different ways. It switches between control and Aggro quickly. It's a good deck

Add some anti-board wipe cards like rootborn defenses too. Also if you're going to run the slivers deck and have any mutavaults already I'd include them in. Ik they arnt really budget, but if you have them already id add them.
It's ok, I play tested it a couple times and it did alright, I was also think of maybe a R/B aggro.

You could drop on the RB one 2 {slaughter games} and 2 {Rakdos's Return} for 4 {Pack Rat} and drop 2 of each basic and add 4 {Mutavault} and make it an aggro RB pack rat deck
I would like to avoid rats
