Can I use an activated ability on an opponents turn?

Yep you sure can!

There are however cards like {Mindwarper} that specifically state that you can only activate their ability any time you would a sorcery.

Unless it's a creature whose ability involves the "{T}" symbol and you summoned it right before your opponent's turn when you want to use it. While regular paid abilities are typically instant speed, summoning sickness does prevent tap abilities
