why does the rules, (or reminder text) of {evermind} say nonexistant mana cost can't be paid. How is that true when cards like {claws of gix} and {pact of negation exist}?

Yup, it's a weird card. Evermind can't actually be cast since it has no cost. It's meant to be spliced into arcane repeatedly in an arcane-heavy deck.

You could also cascade into it like {Living End}
