 {Disperse}: can it access the graveyard? It doesn't specify the battlefield. "Return target permanent to its owners hand." Can't it be from the graveyard?

Cards in the graveyard are not permanents. Cards in play are permanents. So you can't target GY
110.1. (http://imtgapp.com/forum/index.php?action=imtg;area=rule;number=110.1.): A permanent is a card or token on the battlefield. A permanent remains on the battlefield indefinitely. A card or token becomes a permanent as it enters the battlefield and it stops being a permanent as it's moved to another zone by an effect or rule.

Otherwise {Cyclonic Rift} would return your opponent's gy to their hand and that's just like wut

Exile zone as well.
And I've just decided to call the exile zone No Man's Land. XD

That'd be awesome, if Rift sent graveyard and exile back to hand. LOL RECURSION.
