Can I sac 1 to see if they pay. Then if they do can I respond by saccing the other so they have to pay 2?

Yes you can

No spell or ability can resolve until each player has passed priority with no reactions.

They cast a spell.
pass to you
Sacrifice the familiar
pass to them
No response
pass to you
Familiar resolves and they choose to pay {1}
you have priority and choose to sac familiar number two
pass to them
No response
pass to you
they choose to pay or not
you have no further response
pass to them
original spell resolves if not countered

just in response to a question about priority, Ive wanted to ask this but didn't want to feel dumb. can i pass priority just to see if my opponent is gonna do anything or just wants to pass priority?
i mean obviously he will be able to respond to whatever i do but if i pass priority and he passes priority do we automatically go to the next phase/step or can i respond to him passing priority? i would think yes except then it could be a neverending situation of waiting for opponent to do something.

Yup if you both pass then the resolution begins before anyone can do anything else.
