Can I play {Lingering Souls} in a monotheist EDH deck?

Explanation:
The card has a mana symbol thats not your commanders on it
Exception of the rule:
The mana symbol is in the explanatory part of a rule (within) on the card
You cannot use any cards in your deck that are outside you commanders colour identity. Casting cost, alternative costs, and activated abilities all count towards you commanders colour identity.
Ex. {bosh, iron golem} is colourless and it's casting cost is colourless, however it's activated ability of {R} makes his colour identity RED.
But you can use {Crypt Ghast} in a mono black deck as the cost for Extort does not use the {W} in the hybrid symbol, it is merely a reminder.

Really? I thought the hybrid had been discussed already? Or is that just hybrid casting cost? The way I read "identity" was any mana anywhere.... Could you please elaborate so I don't make a future mistake

Hybrid casting costs of the summon or ability count towards the identity of the permanent. Extort has the {W}/{B} hybrid mana symbol, but it's in the reminder text of the Extort ability. So it's doesn't count.
I'll rephrase by saying that if the mana symbol is in the reminder text, it doesn't count. Reminder text is in italics.
