I don't think it works. You're paying mana for arcanist's ability, not the exiled instant/sorcery.

I know that'd be glorious but almost op it's a fog for 0 or silence or any 1 mana spell lol

Nope. You're never actually casting the card. Just exiling it and then making a copy via {Elite Arcanist}'s ability.

you are casting it "you may cast the copy without paying its mana cost" so cards like guttersnipe should work :D the cost itself though is for the ability, not the spell

That's exactly what I said hahah. You aren't casting the original card. Just a copy.

Since you exile the original card and never cast it, electromancer doesn't apply.

There was a guttersnipe combo a few days ago, it was infinite, as the sorcery kept getting back from GY, somehow

{U}{T} {elite arcanist} to cast {triton tactics}, target a creature you want to block with and the arcanist! they both untap, repeat until happy or run out of mana
give a mana producer {illusionist bracers} then use the Arcanist/triton tactics combo or unlimited mana then pump the blocker :3
