I don't think it works. You're paying mana for arcanist's ability, not the exiled instant/sorcery.
I know that'd be glorious but almost op it's a fog for 0 or silence or any 1 mana spell lol

you are casting it "you may cast the copy without paying its mana cost" so cards like guttersnipe should work :D the cost itself though is for the ability, not the spell

That's exactly what I said hahah. You aren't casting the original card. Just a copy.
Since you exile the original card and never cast it, electromancer doesn't apply.
{Elite Arcanist} and {Guttersnipe}, though... That's a different story.
There was a guttersnipe combo a few days ago, it was infinite, as the sorcery kept getting back from GY, somehow
{Elite Arcanist} with {Hidden Strings} exiled, {Elvish Mystic}/{Zhur-Taa Druid}, {Guttersnipe}
Or {Triton Tactics}!!
