I want to make sure I have this right. A God card is considered a creature in all zones, including the stack, except one the battlefield when their devotion is too low. If I have 2  {Lord of Atlantis} in play and cast  {Thassa, God of the Sea}, does she enter play as an enchantment first, then checks devotion and become a creature, since before summoning devotion was 4? How would it work if my devotion to blue was already above 5?

When she would enter the battlefield she checks for devotion and then enters as a creature if devotion is sufficient.

That's a great question. So while on the stack could I play, let's say,  {Bone to Ash} if their devotion is too low.

On the stack it will always be a creature. Only when it enters play (including the moment of entry) does devotion apply.

Bone to ash will counter the god no matter what their devotion is.

I read an article on star city a few weeks ago, that if your devotion is 4, that a god will trigger some ETB effects, but not all. The example given was that you have devotion 4 blue on field, opponent has  {Imposing Sovereign} in play, that due to the nature of the devotion mechanic, Thassa would enter untapped. That still confuses the heck out of me...

This happens since it it always checking before and after it does things. Here it doesn't enter as a creature since devotion is 4. It hits the battlefield checks again, counts its own devotion and becomes a creature thus not triggering any creature etb effects

if you look at the 11th ruling on thassa on gatherer it seems like it explains this. it says when determining if a creature entered the battlefield, count the god's mana symbol when checking devotion for etb triggers.
