So even though he is untapped u can still sac and put counters on him wow. Once I get grimgrin out the other player sometime quits. That's even better.
Add {warstorm surge} or any other card that has a "when a creature enters (or leaves) the battlefield" effect.

So with {rooftop storm}, does the "0" only count towards the colorless mana portion, like with {grim grin} would he still cost a swmp and island or would he be completely free to cast?
It's an option. You can pay the regular cost or zero mana. Go for the zero mana. 😉

By commander cost, do you mean the additional 2 mana for each time it has been cast? Then yes, additional cost have to be paid too.
