Question: Can cards like {cutthroat manoeuvre} that say "up to two target creatures each get..." Target the same creature twice in order to kick off heroic for instance?

I'm afraid not. "Up to two target creatures" means you can pick one creature, or two

Lol, there's nothing to be afraid of, so of course I'm not afraid :P

But to make it more fun, cipher triggers it, as discussed there too. Heroic kinda refers to a spell played, i.e. a card, so even if a spell has multiple options it can trigger heroic just once
