I swing with a {Rakdos Cackler} unleashed and my opponent blocks with a {Voice of Resurgence} and he has no other creatures on the field. I play {Showstopper} when does my opponent get the token? Like can I direct the 2 damage at the token?

Since both creaturs die at the same time, the abilities would hit the stack at the same time, so there wouldn't be a target yet for showstopper when it hit the stack would there?
I should have said "no legal target when it hits the stack?"

Both creatures are going to die simultaneously. Two triggers -- the one created by Showstopper and Voice's -- are going to trigger simultaneously. You choose targets when you put objects on the stack. That means the token won't exist at the time you're choosing targets, so Showstopper's trigger will just fizzle due to having no targets.
