Can you use manna Abilities on a creature with shroud. Meaning can you activate a abilities with a creature that is given shroud.

If you mean it as:

You have {llanowar elves}

Something gives it shroud

Yes you can still use his mana

If its something like  {Devout Invocation}

It doesn't target your creature so you can tap him

If it says "tap three TARGET creatures, then add 3 mana" I believe you cannot do that on the elves with shroud

702.18a (http://imtgapp.com/forum/index.php?action=imtg;area=rule;number=702.18a): Shroud is a static ability. "Shroud" means "This permanent or player can't be the target of spells or abilities."
