I know this has probably been asked before but can I have  {Nicol Bolas, Planeswalker} and {Nicol Bolas} out at the same time ,
2. Cain have  {Jace Beleren} and  {Jace, Memory Adept}out at the same time?

1st question, yes. 2nd question, no

The planeswalker uniqueness rule prevents you from having two planeswalkers of the same sub type out. But that doesn't apply to planeswalkers and the few ledgends there are of any of them

To date only venser and nicol have this reality warping problem that allows both. To be fair though both their creature forms existed before the great mending which in theory can justify their simotaneous existance as ther creature forms can be from an alternate time line.
