What on earth does it mean? I've read {Desperate Ritual} like a thousand times and I don't understand splicing
1. Cast an arcane spell (Like, say, {Desperate Ritual}?)
2. Reveals your other {Desperate Ritual}
3. Pay the splice cost
4.?????
5. Mana

But it's the same cost. And it's an instant speed so I can just play desperate ritual at anytime. I'm obviously missing something. But I'm still confused
More precise:
Cast a spell with"arcane" in the types, then pay the splice cost. You reveal the card, the spell's affects happen, and the card remains in your hand for further use. Was that clear enough?

Cast a ritual spice the second and then cast the second; pay {1}{R}+{1}{R} then {1}{R} for {R}{R}{R}{R}{R}{R}{R}{R}{R}
