Title: Cloud shift and enters play

Can you use {cloud shift} on a creature with devour to re trigger that? Or does it still count as in play when exiled?

You are indeed changing the zone the card is in, and I don't believe the counters from devouring the first time would carry over. They just disappear.

Yes, Devour will re-trigger if the creature is flickered. Keep in mind of course that all counters and info it gained from its first devour will be gone as soon as it exiles out, so the two devours won't "stack," but rather you will be stuck with the 2nd devour for better or worse.

I was hoping they'd carry over but still it all would work for my "Saprolings of doom" combo either way

However, there is a commander that keeps its counters when it changes zones... But I'm not sure if it has devour...

One thing that always bothered me about cards like cloudshift and counters is that cloudshift resolves before state-based actions are checked, so when a player receives priority next, the creature is back on the battlefield where it is again legal for counters to exist.

The answer is that counters aren't removed as a state based action.

121.2. (http://imtgapp.com/forum/index.php?action=imtg;area=rule;number=121.2.): Counters on an object are not retained if that object moves from one zone to another. The counters are not "removed"; they simply cease to exist. See rule 400.7.

It was always confusing to me until I read that rule.

Isn't cloud shif a form of phasing though? Which would correspond with
Counters remain on a permanent while it's phased out. Can't remember the rule but yeah.

Flickering ({Cloudshift}) causes a card to change zones. It loses all of its "memory" when that happens. It's treated as a brand new creature (unless a card says otherwise)

Oh ok. Cloud shift is flickering. Not phasing.
