 {Niv-Mizzet, the Firemind} over Dracogenius every time. {Vaporkin} isn't nearly as good as {Snapcaster Mage}. {Dissolve} and {Frost Breath} need to be {Cryptic Command} and {Electrolyze} in my opinion. Also, this could really use some {Pyroclasm}s.

Usually Izzet is dropped for U/W/R since it has {Supreme Verdict}, {Sphinx's Revelation}, and {Celestial Colonnade}.

I had picked dracogenious over fire mind, because dracogenious can (as well as {spellheart chimera}) cancel out {swan song}s negative effect. I see what your sayin about the rest of the stuff though, and I'll consider putting it in. Though when used right {frost breath} can lock down a couple creatures for two of the opponents combat phases.

I'll try and get {cryptic command}

Though I'm thinking {magma quake} instead of {pyro clasm} since in this deck, it has no downside. Though it's a sideboard card since it's useless against other fliers. I might run both

I consider {Swan Song} more of a sideboard card usually. Dracogenius is nice, but being able to draw off the Firemind without spending the mana is nice, especially in a board-stall. {Pyroclasm} is generally a lot better since it is that much quicker...

Why? That just lets your opponent two-for-one you most of the time. Cryptic and Electrolyze are usually enough draw...

He's talking about the infinite damage combo by putting it on the firemind. Unless they counter his curiosity (normally not likely), it enters, enchants niv, and then at any point he can tap him, including in response to removal.

Well USA is a pretty different deck (either flash or control), and while i think it is a lot better, it would probably be an entirely different list.
