My friend for the first time in 3 weeks beat me in a game I noticed his deck looked a bit small I checked it and it was 59 cards he lost due to a technicality and i was wondering why did wizards of the coast make the rule it has to have 60 cards to be a legal deck

You noticed the deck was a bit small based on the omission of a single card? That's literally less than 2% of a legal deck :o

Idk, I think I like the fact that he said his friend beat him, THEN he noticed it was a bit small of a deck, so he did a deck check and won on a technicality.

they could shuffle it in 60 card bits, than break it up, shuffle new 60 card piles, repeat once more and have the opponent cut by choosing the order the cards go back
That's how I've always done it. Me and a friend built a couple for fun, and while playing he knocked over his deck. Very funny, but now we stick to a max of 100 for our casual games.
