I thought I saw this before but couldn't find it so I'll ask.
Theros has these cards "up to two target creatures", must they target different creatures?
If it is, how would mtg phrase it if they allow targeting the same creature?
Example: {cutthroat maneuver}
{Common Bond} is one that lets you target the same creature, but the phrase up to two only lets you target one once, and another if you want too .

Something to note here. With cards like common bond. Even though it has 2 instances of target, if it targets one creature twice it will only trigger heroic once

Can you target the same creature twice?
{Strength of the Tajuru} as an example (couldn't find the actual card I was looking for)
I would say no, based that it says choose another target.

Use of the word "another" means there will be more than one target.
You might be thinking of {common bond}. Common bond can target the same creature twice

Heroic only triggers once per spell, no matter how many times the spell targets that creature. It's all in the wording. Compare it to {Wild Defience} to see the difference. If you {common bond} a creature twice while Wild Defience is out, you'll reap 2x the rewards
Actually you only get one trigger from {common bond} with {wild defiance} it makes note of that in the rulings for wild defiance
