I have read the text of this card about 9 times and I'm still a little short of fully understanding... does this mean for mana costs on creature abilities and mana costs for creatures themselves as well??

Here's an example:
{Crypt Ghast}
You trait doctor the ghast, changing Swamp to Forest.
Now whenever you tap a forest for mana, a one black mana to your pool
It however does not work for something like {Zhur-Taa Druid}
You cannot change the add mana to mana pool from green to X color.

it says the word OR basic land type... my question is for like a creature with an activated ability that costs mana like {scavenging ooze}... could I change that from green to something else? also I'm not convinced on your zhur taa druid explanation I think you can change that... and because it says basic land type I also believe you can change the color in something's mana cost

It literally means either one of the five colours in words or one of the five basic land types. {G} in the {Scavenging Ooze} is not the same as the word forest.

Forest is a basic land type. {G} is not.

"Basic land type" means the words "Plains," "Island," "Swamp," "Mountain," or "Forest." Nothing else.
"Color word" means "white," "blue," "black," "red," or "green." Nothing else.
Trait doctoring lets you change any word in one of those groups to something else in the same group.

If it was able to do what you're hoping it would say something like "you may change the color of mana needed for activated abilities to a different color" or something like that.
Long story short, you can replace a word, but you can't change a mana symbol. Think of it as red, mountain and {r}. You can change red to white or mountain to forest, but you can't change {r} tu {b}.
