Okay, let's set up the situation. I have {Ruhan of the Fomori} in play, and two opponents. I flip a coin and end up getting opponent 1. Opponent 1 has {Ghostly Prison}. Since I am not forced to pay the two colorless, can I therefore choose to attack opponent 2? Even if I have the mana to pay for Ghostly Prison.

You may choose to attack opponent 2, yes. You are not forced to pay the 2 colorless for ghostly prison. Since Ruhan reads "if able", and you are not able to attack the randomly chosen player unless you pay 2, you're free to choose another opponent.

This is exactly what I told my friend but he says I am wrong.
