My opponent cast a {Tangle Wire}. During my upkeep, can I choose to tap a {Umezawa's Jitte} equipped to {Stoneforge Mystic} and 3 lands? If yes, does a tapped jitte gain charge counters when my creature deal damage?

Sure! Being tapped has no effect on the Jitte. It will gain counters as normal, and you can remove them for its effect(s) if you wish.
