I have never played control magic, but seeing as I always lose out to it if I don't have the perfect hand I thought I would give it a go.
Please give constructive criticism, not just "it sucks"
You only actually want to play a few counter spells. Your other spells should deal with the things that you don't care enough about to counter. For example-- {Riot Control} is a great control card because it allows you to sit back a bit, let your opponent feel like they're in control, then say "no, I'll gain this life instead." {Detention Sphere} and {Supreme Verdict} are other was to do this. In your case, {Far // Away} is another option. Your two Elspeth are great where they are. Also, if you can afford {Sphinx's Revelation}, you should try to get 4 of it. I hope this post helps. If you'd like some further ideas, I have a U/W control list posted on here. Should still be on the first page.
I would love to run sphinxes. But, it's a bit pricey

{opportunity} is the working man's Sphinx Rev.
I picked up 2x {Sphinx's Revelation} for $20 and splashed in 3x {Opportunity}
And reworked it a bit, I'll post a whole decklist in the morning but it seems to run strong, going to try my hand at FNM this week
I wish you good luck.
Might be a tad tricky without 4 {supreme verdicts}. Be sure to pack 1-2 {ratchet bomb}'s in your side.
