When a spell says something like "target creature or player takes 3 damage" can it target planeswalkers?
Also can you activate planeswalker abilities on an opponent's turn?

When targeting a player with a burn spell, if the opponent decides to take it, you (caster of the burn spell) may choose to redirect the damage to one of their planeswalkers. You may not directly burn a planeswalker unless the card specifies that you may.
Planeswalker abilities are sorcery speed only, so you may only activate them on your turn, when the stack is empty and you have priority.
Here's your rulings, respectively:
306.7. (http://imtgapp.com/forum/index.php?action=imtg;area=rule;number=306.7.): If noncombat damage would be dealt to a player by a source controlled by an opponent, that opponent may have that source deal that damage to a planeswalker the first player controls instead. This is a redirection effect (see rule 614.9) and is subject to the normal rules for ordering replacement effects (see rule 616). The opponent chooses whether to redirect the damage as the redirection effect is applied.
112.5. (http://imtgapp.com/forum/index.php?action=imtg;area=rule;number=112.5.): Some activated abilities are loyalty abilities. Loyalty abilities follow special rules: A player may activate a loyalty ability of a permanent he or she controls any time he or she has priority and the stack is empty during a main phase of his or her turn, but only if no player has previously activated a loyalty ability of that permanent that turn. See rule 606, "Loyalty Abilities."
Yeah, with stuff like {Shock} you can target the player, then redirect it to the planeswalker, which results in a loss of loyalty counters.
As for the abilities, I'm pretty sure you can only activate them at any time you could play a sorcery.
So if the opponent doesn't accept the damage redirection to the planeswalker what happens?

In the wording of the ruling I posted, the opponent is the controller of the burn spell. Whoever controls the burn spell chooses whether or not to redirect the damage, not the controller of the planeswalker.

They don't get to choose. The rules might be whats confusing you-to clarify, the opponent of the one who is dealt damage chooses whether to redirect or not. So I {Searing Spear} you, you are the player who was dealt damage and your opponent (me, the one who cast {Searing Spear} and chose it's target) decides whether to redirect or not.
