Do hybrid mana (exe. {Boros reckoner}) count towards devotion?

Seems counter intuitive if they wanted to get back to mono colors.  Oh well

they just got off a multi-colored block. There needs to be some overlap for a smooth transition

Notice that theros has roughly the same number of multicolor cards and any one color (37ish). This and devotion allow for using ravnica's milticolor theme for now and embracing an even more mono theme in the next block. (I can assume more mono based on Wotc talk about how bad it is to have multicolor sets close to eachother).

If dinosaur world is Dominiria in the past, they could probably get away with that because of the time spiral block
