Is his ability a recurring effect or it's just an one time off effect?
I am confused by the words "this turn"

Each and every turn if a player plays a nonartifact spell they are no longer able to cast spells. That goes for each player on each turn.

Even if the first spell is countered {Ethersworn Canonist}'s ability is still triggered, so no, he cannot cast another spell.


    701.4. Cast
        701.4a To cast a spell is to take it from the zone it's in (usually the hand), put it on the stack, and pay its costs, so that it will eventually resolve and have its effect. A player may cast a spell if he or she has priority. See rule 601, "Casting Spells."
        701.4b To cast a card is to cast it as a spell.

How would one world it though? "When the conditions of the static ability are met"?
