Cud I use  {Helm of Obedience} and  {Rest in Peace} and some how {Laboratory Maniac} to win and if so plz explain

Well, I don't see where the lab maniac comes in, but couldn't you mill your opponent pretty hard with  {Helm of Obedience} and  {Rest in Peace}? A creature will never hit the graveyard so you can keep banging away.

You would be better off pointing that gun at your opponent as it is an instant mill combo, however yes if you shot yourself and had to draw a card for some reason then the maniac would spell victory. Milling more than a library contains does not cause a game to end, only when a card can not be drawn due to insufficient cards to draw is the game ended.

Well I just realized that  {Helm of Obedience} says target opponent witch means I cudnt target myself ruining wut I had in mind

If you had both  {Helm of Obedience} and  {Rest in Peace} is that an instant mill? You can't "technically" satisfy the x into the graveyard correct?

Correct. The two cards together basically mill your target opponents entire library.
