I'm playing limited and I'm curious.

Can I exile  {Spell Blast} with  {Elite Arcanist} and then just pay the {X} + {1}.

Example they play  {Shock} can I tap {2} and {T}  {Elite Arcanist} to counter it?

X will be set to 0 so you can counter spells that cost {0} by paying {T}{1}

Lol I played Izzet aggro in draft. Playsets of  {Dragon Hatchling}s and  {Shock} lol but my go to was  {Elite Arcanist} and  {Shock} lmfao. It's just awesome

So odd questions that's slightly off topic but not, if you exile say,  {Cyclonic Rift} under  {Elite Arcanist}, can you pay 7 to overload and/or the 2 to "lift" one creature? Or is it one or the other?

The overload won't work. Overload only works if you cast it from your hand. It would only bounce the singular target.

I played a guy with 2 arcanists... He then put a {celestial flare} on it...
