Just a quick take on a mill deck. I still need sideboard suggestions though!

Replaced {mind grind} with {Circu, Dimir Lobotomist}. The surgical extractions, extirpate etc are to remove useful cards from an opponents graveyard such as flashback cards that I don't want cast.

Why run {ghost quarter} without {archive trap}?  {Nephalia Drownyard} would be good.  I like {breaking // entering} as a budget casual replacement for glimpse.

Wow.... OOPS!! I can't believe I forgot to put {archive trap} in. I was planning on it too! Thank you for pointing that out

I run  {Tainted Isle} in all my blue/ black decks. It's super helpful, assuming you have enough swamps.

You can run {blood crypt}s and {steam vents} rather than the basic lands so you could cast the entering side of {breaking // entering} late game as an alternative win con.  No one sees that coming.

I do think {Lavaz Dimir Mastermind} should be in sideboard. If the opponents deck is tempo/control into a specific card to win, say the Standard {Ætherling}, you could steal that win con and beat them faster, just an idea

Thanks! I like this idea, ill have to test it out and see its efficacy. The only real downside to this deck along with any other mill deck for that matter is that it can end up taking a while to deck them. What do you think about dark ritual into {mind grind} I've seen it go as high as having to hit 7 lands. Or do you think that my {jace's phantasm} and/or {nemesis of reason} will have killed them by that time?

I think a massive mind grind is good. It's taken me out before. I was against a mill deck once and every creature he brought out I murdered or had some removal spell, every creature I brought out he countered and i had lots of life steal and life gain. so the game went pretty long and most of my lands were on the battlefield :P soooooo sometimes a giant mind grind can be a winner :D
