Depends how you specify the stack.  You could say dovescape activates first, then eye counters that activation.  As stack rules Eye is now on top.  Eye activates it's ability, the counter fizzles, and you continue.  Then change up the stack order.

I think that is how it works

It would, seeing as eye of the storm is on top of the stack, it activates exiling your spell.

Next time you acrobat a spell, then eye activates, exiles the spell, then casts the a copy of one of the exiled spells.  Those copies are targeted by dovescape, and then countered.  Thus giving you birds.
